Kenya Laboratory Capacity Mapping


It is essential that public health laboratories have the capability to detect and identify infectious agents and to facilitate the management and prevention of health threats to public health. Deficiencies in a laboratory’s capabilities and capacities may lead to inadequate responses to disease emergencies and risk the spread of infectious agents.

Introduction


This summary outlines National Public Health Laboratory’s approach to laboratory capacity mapping in collaboration with Association of Public Health Laboratories (APHL), the tools developed, and the analyses conducted. It describes the process followed to gather data on laboratory capacity throughout Kenya. The goal of data obtained is to provide valuable insights to the current status of laboratories at all levels/tiers and enable the Government of Kenya to develop strategies to address any gaps identified

Objectives


To determine the existing capacity of clinical diagnostic, research laboratories, Veterinarian laboratories and environmental testing laboratories at the national, county and sub-county levels based upon agreed critical areas

To develop a web-based system with ability to collect, organize, retrieve, analyze and display laboratory capacity and services data in relation to the defined critical areas and geographic location of the laboratory

To determine laboratory practices in biosafety, quality management, data management, commodity and equipment management

Approaches


We applied a three stepwise approach to laboratory capacity mapping

Situational analysis

Gather data on Kenya’s national laboratory system and current status of capabilities of laboratories at all levels/tiers

Continual evaluation

Develop a web-based tool to gather timely data on an ongoing basis on laboratory capacity

Identify and address gaps

Data to inform decisions and develop strategic initiatives for strengthening priority laboratory services

Why laboratory capacity mapping


To assure laboratories have the capability to detect and respond to disease threats


To support the needs of the Global Health Security Agenda and improve disease prevention


To use data for decision making and guide the effective use of the available resources


To meet WHO requirements and ensure effective surveillance and timely reporting of disease threats
